CAREC Institute Welcomes Dr. Ivan Li under 2025 Visiting Fellows Program

Dr. Ivan Li, adjunct professor at Zhejiang Ocean University, has joined the CAREC Institute (CI) as the second Visiting Fellow under its 2025 Visiting Fellows Program.

Launched in 2019, the program promotes research and knowledge exchange on key issues such as connectivity, trade, and digital transformation, fostering policy dialogue and collaboration among CAREC member countries.

During his fellowship at CI headquarters, Dr. Li, supervised by CI Deputy Director Two Dr. Kuat Akizhanov, presented ongoing research on the impact of digital technology on trade and welfare in the CAREC region. His preliminary findings indicate that while digital trade is expanding rapidly, a significant divide may exist among member countries. For example, China has a high number of digital patents and a well-developed digital economy, whereas other countries in the region are still developing their digital sectors.

“Closing the digital gap is essential for enabling shared growth and innovation across the CAREC region,” Dr. Li said. “This ongoing research aims to explore potential opportunities for member countries to enhance collaboration in digital development.”

The presentation facilitated in-depth discussion and knowledge exchange among CI’s management, researchers, and fellows.

Through programs such as the Visiting Fellows initiative, CI helps turn research findings into actionable ideas that foster closer ties among CAREC countries and support long-term, balanced development.
