CAREC Institute Deputy Director Li Kouqing Delivers Keynote at 9th China-Eurasia Expo Cross-Border Finance and Insurance Session
On 26 June 2026, Dr. Li Kouqing, Deputy Director One of the CAREC Institute, participated in the Special Session on Cross-Border Finance and Insurance Services at the 9th China-Eurasia Expo and delivered a keynote speech entitled “Navigating Uncertainty: The ‘Dual Assurance’ Path to Central Asia’s Economic Development.”
In his speech, Dr. Li reviewed recent developments in Central Asia’s insurance markets, highlighting both the sector’s strong growth potential and the need to broaden insurance penetration, diversify products, and strengthen protection against natural disasters and other risks. He also assessed the robustness of social protection systems, national disaster-response mechanisms, and regional financial safety nets. Based on this, he outlined a multi-level framework for insurance arrangements spanning the household, organizational, social, national, regional, and global levels. He emphasized that as Central Asian economies continue to develop, strengthening insurance and risk-management arrangements at multiple levels will be essential to enhancing resilience, sustainability, and shared prosperity.
Dr. Li further emphasized that while comprehensive insurance frameworks serve as the first line of defense, deepening regional cooperation serves as another crucial form of “insurance” for safeguarding economic development. He called for more practical collaboration through expanding cross-border insurance services and investment, enhancing mutual learning and capacity building among insurance institutions, and improving comprehensive regional financial arrangements.
The special session was co-organized by China Pacific Insurance (Group) Co., Ltd. and Xinjiang Bank. It was attended by Zhu Lifan, Vice Chairman of the People’s Government of the Xinjiang Uygur Autonomous Region, as well as representatives from financial institutions and enterprises in China and Central Asian countries.
