CAREC Institute Deputy Director One, Li Kouqing, Chairs Session at 10th Asian Evaluation Week in Xi’an

Dr. Li Kouqing, Deputy Director One of the CAREC Institute, chaired one of the parallel sessions, titled “Performance Evaluation of Fiscal Policies Supporting Livable Cities”, during the 10th Asian Evaluation Week (AEW 2025) held in Xi’an, People’s Republic of China (PRC), from 1 to 4 September 2025.

Jointly organized by the Independent Evaluation Department (IED) of the Asian Development Bank (ADB) and the Asia-Pacific Finance and Development Institute (AFDI) under the Ministry of Finance of the PRC, AEW 2025 marked its 10th anniversary. Under the theme “Navigating Crises: Building on Successes”, the event brought together evaluation professionals, policymakers, and development specialists from across Asia and the Pacific to exchange insights on strengthening development outcomes amid evolving policy challenges.

The opening plenary featured remarks by Mr. Shu Huihao, Assistant Minister of Finance of the PRC; Ms. Roberta Casali, ADB Vice President for Finance and Risk Management; and Mr. Vikas Sheel, Chair of the ADB Development Effectiveness Committee. Speakers emphasized the importance of sound evaluation frameworks in building resilient policies and achieving sustainable development objectives.

In the session on evaluating fiscal policies for livable cities, Dr. Li reviewed China’s approaches in using standardized evaluation frameworks and fiscal policy tools to promote sustainable, livable, and resilient urban environments. Representatives from central and local governments shared practical experiences in guiding urban transformation through performance-based assessments and policy innovation.

In addition to the formal program, Dr. Li met with senior evaluation officials from ADB’s IED and AIIB’s evaluation team to explore opportunities for collaboration in strengthening evaluation capacity in CAREC member countries.
