CAREC Institute Scholars Participate in China (Kashi) - Central and South Asia Forum on the Rule of Law (2025)

Director Charymuhammet Shallyyev and Dr. Yao Yixin, Senior Research Specialist from the CAREC Institute, participated in the China (Kashi) – Central and South Asia Forum on the Rule of Law (2025), jointly hosted by the Law Society of Xinjiang Uygur Autonomous Region, the Law Society of Guangdong Province, and the China Academic Exchange Center for Law. The event was held in Kashi from October 30 to 31, 2025.

With the theme of “Deepening Rule of Law Cooperation Advancing High-Quality Belt and Road Development,” the forum served as a vital platform for regional dialogue on legal harmonization and collaboration.

Director Shallyyev delivered a keynote speech, emphasizing the crucial role of the rule of law in promoting regional cooperation and shared prosperity amidst a complex global landscape. “Clear legal norms, robust regulatory frameworks, and effective mechanisms for dispute resolution are fundamental to facilitating trade, attracting investment, and enabling sustainable infrastructure development across borders,” he stated. Director Shallyyev also outlined the CAREC Institute’s research and training programs to address contemporary challenges in the region, including the rapid development of Artificial Intelligence.

Dr. Yao Yixin moderated the Parallel Forum 1, titled “Legal Safeguard for the Sustainable Development of Economic and Trade Investment under the Belt and Road Initiative”. The session featured six distinguished experts from China, Pakistan, and Nepal, representing academia, legal practice, and industry. Dr. Yao led an in-depth discussion on the importance of a sound legal framework, efficient dispute resolution, and a sound business environment in driving investment and ensuring the sustainability of cooperation projects.

Approximately 200 senior government officials, lawyers, and experts attended the Forum, including 37 delegates from 14 Central and South Asian countries.
