CAREC Institute Hosts Policy Workshop to Advance Green Transition in the CAREC Region
On 11–12 September 2025, the CAREC Institute (CI) organized an online workshop titled “Advancing the Green Transition in CAREC: Policy Pathways for Low-Carbon Growth.” The event brought together CI experts along with policymakers, and researchers from CAREC member countries, including Kazakhstan, Pakistan, Tajikistan, the People’s Republic of China, and the Kyrgyz Republic, to explore practical approaches for scaling up green technologies, improving financing mechanisms, and fostering regional cooperation.
CI Director Charymuhammet Shallyyev opened the event by highlighting the CAREC region’s urgent climate challenges and the shared potential for low-carbon growth. “This workshop serves as a vital platform for exchanging effective sustainability solutions,” said Director Shallyyev. “Collaboration among our member countries is essential to drive lasting progress in our transition to a greener future.”
Over the two days, participants exchanged views on technological innovations and market-driven approaches to advance low-carbon development. The discussion highlighted the growing adoption of low-carbon technology products, such as electric vehicles and lithium-ion batteries, as practical solutions for reducing emissions. Participants also underscored the role of clean transport and digitalization, noting their potential to enhance energy efficiency and drive sustainable growth.
Policy instruments were another major focus of the workshop. Attendees examined approaches like carbon pricing and emissions trading systems, sharing insights on their critical role in accelerating decarbonization and encouraging investment. Given the region’s need for effective tools to manage emissions growth, understanding the effectiveness of these mechanisms was a key point.
In addition, the workshop explored financial mechanisms to support climate-friendly initiatives. Green bonds, pilot programs for carbon pricing, and subsidy reforms were identified as promising ways to mobilize resources. Participants also recognized the significance of public-private partnerships, robust banking systems, and the integration of ESG standards in strengthening regional sustainability. Securing sufficient and innovative financing across CAREC region is critical to turning ambitious green goals into tangible projects.
Based on these shared insights, participants highlighted the importance of coordinated policies, innovative financing solutions, and ongoing knowledge-sharing to advance the green transition. The CAREC Institute will continue to support regional dialogue and collaborative research to help member countries advance their low-carbon development goals.
