CAREC Institute Expert Highlights Green Fiscal Policy at International Scientific Conference in Turkmenistan

Mr. Merdan Yazyyev, Senior Strategic Planning Specialist at the CAREC Institute, participated virtually in the International Scientific Conference on “Science, Technology and Innovation in the Period of the Revival of the New Epoch of the Powerful State”, held on June 12–13, 2025, in Ashgabat, Turkmenistan. The event was organized by the Academy of Sciences of Turkmenistan and brought together national policymakers, academic leaders, and international experts to explore how scientific progress, innovation, and economic policy can jointly support sustainable and inclusive development.

Mr. Yazyyev delivered a presentation in Section V: “Innovative Economy”, which took place at the Turkmen State Institute of Economics and Management. His talk, titled “Fiscal Instruments Supporting the Green Energy Transition in Central Asia,” addressed the growing importance of fiscal policy in driving low-carbon development and building climate-resilient economies in the region.

In his remarks, Mr. Yazyyev emphasized that fiscal policy is not merely a budgeting tool but a strategic instrument that governments can use to shift incentives, unlock investment, and foster innovation in clean energy. He provided a comparative overview of current efforts across Central Asian countries, showcasing how carbon pricing initiatives, targeted subsidies, sovereign green bonds, and climate-aligned public investment can be tailored to national contexts. Particular attention was given to the importance of integrating environmental objectives into fiscal planning and promoting regional collaboration in energy policy.

“The green transition is not only about technology—it’s also about economic strategy and sound public policy,” Mr. Yazyyev stated. “Well-designed fiscal instruments are essential to unlocking low-carbon development pathways while ensuring economic resilience and social equity.”

The CAREC Institute’s participation in this high-level event underscores its continued commitment to providing knowledge support and fostering policy dialogue that empowers member countries to advance sustainable development goals, strengthen regional economic cooperation, and build capacity to address complex cross-border challenges such as climate change and energy transition.
