Organized by the Turkmen State Institute of Economics and Management (TSIEM), the conference brought together over 70 researchers, policymakers and financial experts from Central Asia and other regions, including Azerbaijan, Georgia, Indonesia, Malaysia, Pakistan, Russia, Tajikistan, Turkmenistan and Uzbekistan.

Three CAREC Institute representatives delivered presentations at the conference: Director Mr. Charymuhammet Shallyyev, Senior Research Specialist Dr. Yixin Yao, and Senior Strategic Planning Specialist Mr. Merdan Yazyyev.

The conference comprised three thematic sections focusing on financial markets and sustainable development, the role of banks, and financial markets and investment activity. It facilitated in-depth knowledge exchange on digital transformation of financial systems, sustainable finance mechanisms, and capital market innovations across the CAREC region.

The conference opened with a plenary session featuring remarks by Ms. A. Atabayeva, Rector of TSIEM, as well as welcome addresses from Mr. Holger Floerkemeier, Director of the IMF Regional Capacity Development Center for the Caucasus, Central Asia, and Mongolia, and Mr. Eric Livny, Head of the European Bank for Reconstruction and Development Resident Office in Turkmenistan.

CI Director Charymuhammet Shallyyev delivered a plenary address titled “The Macroeconomics of Financial Markets and Sustainable Economic Development,” exploring the macroeconomic foundations of financial market stability and their role in driving regional sustainable growth.

In the first thematic section, “Financial Markets and Sustainable Economic Development,” Dr. Yixin Yao (co-authored with Ms. Yiwen Xiang) presented their research paper on China’s financial market evolution and the impact of digitalization on sustainable economic development, offering insights for CAREC member countries.

Mr. Merdan Yazyyev introduced his research “AI-Driven ESG Analytics for Sustainable Financial Markets,” presenting an innovative AI framework for real-time ESG analysis to address limitations in traditional rating methodologies.

The CAREC Institute and TSIEM have established a formal partnership through the signing of a Memorandum of Understanding (MOU), which formalizes their mutual commitment to academic exchange, joint research initiatives, and capacity building in the field of financial economics. The CAREC Institute’s active participation in this conference reflects the deepening interactive cooperation between the two institutions, and the institute aims to leverage this advanced partnership to strengthen knowledge sharing and technical cooperation, contributing to regional economic stability and prosperity.
