UNLOCKING CONNECTIVITY AND
INVESTMENT IN CENTRAL ASIA
Welcome to the Tianshan Forum for Central Asia Economic Cooperation.
The inaugural Tianshan Forum will be held on December 2–3, 2025, in Urumqi, People’s Republic of China, at the CAREC Institute Headquarters. Inspired by the Tianshan Mountains as a symbol of Eurasian connectivity, the Forum aims to be a flagship platform for knowledge sharing, policy dialogue, and regional cooperation, advancing integration and sustainable development across the CAREC region.
This year’s Forum will gather decision-makers, development partners, business leaders, and thought leaders to discuss ways to strengthen infrastructure connectivity and investment among CAREC countries and to address the challenges of regional integration. The event also marks the 10th anniversary of the CAREC Institute, celebrating its contributions to cooperation, knowledge exchange, and capacity building in Central Asia.

AGENDA
The theme for this year’s Tianshan Forum is “Unlocking Connectivity and Investment in Central Asia.” The Forum will highlight the CAREC Institute’s role as the knowledge arm of CAREC by presenting research, policy analysis, and capacity-building initiatives in strategic areas such as trade, transport, energy, and digital connectivity. These efforts aim to foster sustainable investment opportunities and deepen regional integration.
The event will feature keynote speeches from distinguished leaders and experts, as well as thematic sessions focusing on economic cooperation, investment, and connectivity. Participants will have the opportunity to engage in discussions, share best practices, and explore innovative solutions to advance economic development and collaboration in Central Asia and beyond.

Session 1: Advancing CAREC Economic Cooperation and Integration – Opportunities and Challenges in a Changing Development Landscape Background: The CAREC region encompasses a rich diversity of geography, economic structures, and stages of development, resulting in a highly varied landscape of policies and regulations that influence the pace and depth of regional cooperation and integration. Recent trends—including heightened demand for alternative trade and transit routes to address disruptions from the conflict in Ukraine, escalating climate change impact, and widening digital divide—are reshaping the regional environment. These challenges also present opportunities for enhanced economic cooperation and integration, particularly through increased and diversified investments in connectivity projects across the CAREC region. Purpose: Thissession will examine the evolving regional and global context shaping the CAREC region, with a focus on their implications for economic cooperation and integration. The discussion will address both opportunities and challenges associated with developing multi-country regional projects. Special attention will be given to priority sectors and thematic areas within CAREC that are critical to mobilizing investment and advancing the region’s economic integration and development goals. Investing in Central Asia Subforum Format: Roundtable Discussion (Two Sessions) Overview: The Investing in Central Asia Sub-Forum features two roundtable discussions focusing respectively on optimizing the business environment and smart investment empowerment. Roundtable 1: Creating an Enabling Environment for Effective Investment in the CAREC Region Background: The CAREC region requires significant financing to address infrastructure gaps and sustain economic growth and development. Public sector funding alone is insufficient to meet these demands, making the mobilization of the private sector investment essential to bridge the shortfalls. Multi-country regional projects are indispensable for closing the infrastructure gap. Undertaking these complex projects demands not only political commitment, but also harmonization of regulations, management of differing benefits, and capacity development across participating countries. Effective coordination among member countries and development partners is also critical to enable joint planning and implementation of these projects, which will attract greater investment including private investment in priority sectors such as energy, transport, and digital connectivity. Purpose: This session will feature interactive discussion among CAREC’s policy makers, development partners and other key stakeholders on creating the enabling conditions to scale up investment across the region. Participants will share lessons and experiences from policy measures related to existing regional projects and future considerations, offering perspectives on what are required to develop a stronger investment environment that succeeds in mobilizing both international and domestic resources for CAREC’s long-term, sustainable development agenda. Roundtable 2: Powering CAREC’s Future with Smart Investment Solutions Background: The CAREC region stands at the crossroads of opportunity, calling for transformative investment in connectivity infrastructure—from clean energy (solar, wind, hydro) and advanced transport networks (road, rail, maritime) to digital corridors and next-generation logistics. Landmark regional initiatives such as the Middle Corridor and the Caspian Sea Green Energy Corridor are reshaping the region’s landscape, yet their ambitious scale and complexity necessitate funding well beyond the scope of public budgets. Unlocking private sector capital is not only essential for bridging investment gaps, but also vital for delivering sustainable economic and social impacts. Effective investment strategies—such as targeted policy measures (e.g., tax breaks), innovative financial instruments (including public-private partnerships–PPPs), and robust de-risking mechanisms—are key to accelerating project development and attracting a wide range of investors. Purpose: This session brings together CAREC governments, development partners, private investors and state-owned enterprises (SOEs), for an in-depth discussion on mobilizing investment in cross-border connectivity projects. Session 2: Enhancing Connectivity of CAREC Transport Corridors Background: Over more than two decades, investment in CAREC’s transport corridors has significantly enhanced regional connectivity and opened vital links between landlocked economies and global markets. The Midterm Review of the CAREC Transport Strategy 2030 urges renewed actions to keep pace with the region’s evolving challenges and to unlock further economic opportunities. These include strengthening cross-border and corridor efficiency, promoting modal diversification and integrated logistics, advancing green, resilient, inclusive, and digital transport solutions, deepening institutional cooperation and planning, and expanding capacity building and knowledge sharing among member countries. Session 3: Advancing Digital Connectivity Across Borders Background: Digital connectivity is rapidly becoming a cornerstone of regional cooperation and competitiveness in the CAREC region. Guided by the CAREC Digital Strategy 2030, notable achievements include launching initiatives like startup ecosystem support and fostering the use of digital technology to enhance cross-border connectivity and services. Nevertheless, unlocking the full potential of regional digital integration will require collective actions to bridge persistent digital infrastructure gaps, harmonize cross-border regulatory frameworks, lower internet costs, build digital skills, and align the member countries’ readiness for cross-border data exchange and electronic payments.
